Mr. Habib Debs

Habib Debs is an internationally recognized entrepreneur, defense industry pioneer, philanthropist, and business leader whose career has helped shape modern defense, security, and technology partnerships between the United States and allied nations for more than five decades. As Chairman of Advanced Technology Systems Company (ATSC), he has built one of the industry’s most trusted providers of advanced defense, border security, and intelligence solutions, serving U.S. Government agencies and international partners across the globe. 

Under Mr. Debs’ leadership, ATSC evolved into a vertically integrated defense technology company delivering advanced capabilities in border security, force protection, counter-unmanned aerial systems (C-UAS), artificial intelligence, autonomous surveillance, systems integration, and space technologies. Today, the company supports critical national security missions for the Department of Defense, Department of Homeland Security, Department of State, Intelligence Community, NASA, and allied governments worldwide. 

Throughout his career, Mr. Debs has played a pivotal role in advancing U.S. defense cooperation throughout the Middle East. In the early 1970s, he pioneered the first sales of U.S. military communications equipment to the Lebanese Armed Forces and the Kingdom of Saudi Arabia. He later helped establish the first U.S. defense program with Egypt, facilitated the inaugural Egyptian Ministry of Defense delegation to the United States, and secured one of the earliest Foreign Military Sales (FMS) programs following the Camp David Accords—milestones that strengthened long-term strategic partnerships between the United States and its allies. 

His leadership has earned widespread recognition throughout the defense and business communities. Mr. Debs has been named a Marquis Who’s Who Top Executive and Top Professional for three consecutive years (2024–2026) and received the 2025 Wall Street Journal Distinguished Leader Achievement Award in recognition of his contributions to innovation, national security, and international business leadership. 

Today, Mr. Debs continues to guide ATSC’s strategic vision as Chairman, leading the development of next-generation defense technologies that enhance global security while mentoring the next generation of industry leaders. His career stands as a testament to innovation, entrepreneurial vision, international partnership, and a lifelong commitment to strengthening the security of the United States and its allies. 

 

Mr. Paul Debs

Mr. Debs began his career working for US Senator John McCain, and US Congressman Darrell Issa, before joining ATSC. At ATSC, Mr. Debs developed deep experience in navigating Foreign Military Sales, Direct Commercial Sales, US Government programs, and how to successfully work with them at national and international levels.

 

Mr. Debs also leads sales and client-relationship management, tracks new markets and emerging trends, proposes and develops new strategic partnerships, oversees proposals and plans, and guides long-term objectives to meet ATSC’s business needs and requirements. He has an Economics degree from Wake Forest University and speaks four languages.

Mr. Chandra Sankar

Mr. Chandra Sankar joins ATSC as the new Chief Operating Officer. He serves ATSC, its customers, and partners by leading the execution of the company’s P&L and by playing a key role in the formulation and implementation of the company’s strategic growth plan.
He joins ATSC after a 12-year tenure at Gentex Corporation where he held multiple positions including Chief Operating Officer, Chief Technology Officer & Chief Product Officer and Vice President – Ground Business. Prior to Gentex Corporation, he held leadership roles at Photonis Defense, L3 Communications, Northrop Grumman Corporation, and Teledyne Brown Engineering with accountability for P&L activities, strategic development, growth acceleration, organizational leadership and performance.
Chandra has more than 30 years of cumulative business leadership and strategic growth experience. He has a track record of driving innovation and execution excellence, while building long-term relationships with customers and partners in global Government, industrial and commercial markets. His aerospace and defense experience has played an important role in providing cross domain capabilities and mission solutions for world-wide defense and security customers.
Over his professional career, Chandra has gained expertise in diverse disciplines including General Management, Operations, Engineering & Technology, Program Management, Product Management, Business Development, Sales, Marketing, Strategy Development and Deployment, Mergers & Acquisitions, Personnel Development, and Team Building. He has served on the Board of Directors of multiple companies.
Mr. Sankar holds Master of Science degrees in Physics. He has continued his leadership development though the University of Tennessee’s Executive Aerospace and Defense Business Leadership program. Chandra enjoys traveling and photography in his spare time, and he is excited to join the ATSC team.

Mr. Scott Evasius

Scott brings more than 30 years of experience in government contracting and business operations across both product and services organizations. Throughout his distinguished career, he has held leadership roles at General Electric, Lockheed Martin, Honeywell, and most recently KBR.
Scott has a proven track record of strengthening businesses by simplifying policies, procedures, and controls; developing innovative solutions to complex challenges; integrating acquisitions; and optimizing business systems performance.
During his tenure at KBR, Scott led the team that successfully settled over $1.5B in questioned costs, giving him extensive experience with DCAA, DCMA, and navigating the corridors of the Pentagon. He also oversaw the settlement of 10 incurred cost proposals, generating significant incremental revenue and cash for the business. In addition, he guided the integration of four acquired companies onto a single Costpoint instance, driving operational efficiency and standardization.
Scott holds a bachelor’s degree from Western New England College, is a graduate of the GE Financial Management Program, and is a Six Sigma Black Belt. Scott and his wife, Jackie, live in Arizona. Outside of work, they enjoy traveling, scouting for antiques, and spending time at some of the country’s best golf resorts.

Vice Admiral William "Bill" Landay

Vice Admiral Landay has over 35 years of proven leadership experience in small, medium and large organizations. As a Retired Navy Vice Admiral, he is currently President of WE LANDAY Consulting, focusing on Foreign Military Sales, International Business, DoD Acquisition and DoD Science and Technology. During his distinguished career with the Navy Vice Admiral Landay served as Director, Defense Security Cooperation Agency; Program Executive Officer for US Navy non-nuclear shipbuilding programs; and the 21st Chief of Naval Research.

 

VADM Landay holds a Bachelor of Science degree in Systems Engineering from the Naval Academy, a Master of Science degree in Systems Technology (C4I) from the Naval Postgraduate School, and is a graduate of the Program for Management Development at the Harvard Business School. His personal awards include multiple awards of the Distinguished Service Medal, Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, as well as various unit awards. VADM Landay is a member of the US Naval Institute, the Navy League and the Surface Navy Association.

LTG Guy Swan (Ret.)

General Swan is President of Swan and Associates, LLC an independent consultancy focused on the defense, security, and intelligence markets. Previously, he was Vice President at the Association of the United States Army (AUSA). General Swan is a Certified Emergency Manager (CEM) and a Certified Protection Professional (CPP), board certified in security and risk management, and has worked closely with senior officials in the Department of Homeland Security (DHS) on border security and disaster response issues and during federal response operations and National Level Exercises (NLE). He is a member of the Council on Foreign Relations, Homeland Security Experts Group, and the National Association of Corporate Directors (NACD). General Swan is on the board of directors for the West Point Association of Graduates as well as several corporate fiduciary and advisory board including the American Armed Forces Mutual Aid Association, Biofire, Inc., National Security Capital Advisors, and Weatherhaven Resources, Inc. During General Swan’s 35-year military career, he served as a General Officer for three Army commands and is a Veteran of the 1991 Persian Gulf War and the Iraq War. He is a graduate of the United States Military Academy at West Point and hold master’s degrees from Georgetown University and the U.S. Army School of Advanced Military Studies and was a National Security Fellow at Harvard’s John F. Kennedy School of Government. General Swan completed his military service as the three-star Commanding General of U.S. Army North (Fifth Army) in December 2011.

Mr. Richard C. Shaeffer, Jr.

Richard C. Schaeffer Jr. is a former Senior Executive with the National Security Agency (NSA). With almost 50 years in the Information Security, Cyber Security, and Intelligence space, Mr. Schaeffer brings visionary leadership, management and technical experience to his client’s challenges. During the early phase of his career, Mr. Schaeffer developed solutions to complex problems, led technical programs and organizations from several dozen to several hundred people, with financial responsibility from several million to over a billion dollars. His last position at NSA was as Information Assurance Director, the defensive side of the Cryptologic mission, an organization of several thousand cryptologic professionals.

Since retiring in 2010, Mr. Schaeffer has continued to pursue his passion for improving the security of U.S. and partner interests in the Cyber domain. He started a private consulting firm, Riverbank Associates, LLC, located in Severna Park, Maryland, providing U.S. and international clients with expert services in the areas of cyber and intelligence consulting. His client base has included a full range of private sector companies from small start-ups, to mid-size companies, to large system integrators and commercial businesses.

He serves on the advisory boards of a number of government, private sector and non-profit companies and organizations. In September 2012, he was named President of the National Cryptologic Museum Foundation, serving today as the Chairman of the Board. He also serves as an Outside Director on the Boards of three companies addressing the concern of foreign investment and control over elements of foreign owned companies providing products and services to classified U.S. Government clients. He remains a strong advocate in the area of cyber education and training, believing that the Nation’s future in the complex world of Cyberspace depends upon a corps of professionals who are well equipped to deal with a rapidly changing technology and threat environment.

Throughout his career, Mr. Schaeffer has been recognized for his vision, leadership, and commitment to excellence. He is known for his strategic thinking, ability to build cohesive teams, political savvy, technical competence, extensive network of cyber and intelligence professionals, and ability to communicate complex topics to any audience.

 

Dr. Bruce Jette

A former Assistant Secretary of the Army for Acquisition, Logistics, and Technology, Dr. Jette has been providing strategic leadership and consulting to both the Department of Defense, defense and energy industry. Dr. Jette received his Doctor of Philosophy in Material Science – Solid State from Massachusetts Institute of Technology and Bachelors of Science with a concentration in Nuclear Engineering and Chemistry from the United States Military Academy.
