HPS 2000 Harbor Protection System

The ATSC HPS 2000 is a fully-intrgrated Harbor Protection System
which can locate, track, record, identify, and watch any vehicle
within the system's range. This system encompases the two most
important functions of a harbor protection system: traffic
management and threat protection.
The system is perfect for the following applications:
- Border Patrol
- Traffic Control and Safety
- Waterways and Port Surveillance
- Passenger and Terminal Protection
- Offshore Installation Security
- Maritime Resource Management
- Environment Monitoring
- Military Defense
The HPS 2000 is composed of a network of surveillance devices
which work together to detect every possible kind of threat. These
devices include Multi Beam Imaging Sonar, both Short and Long Range
Radar, an Automated Identification System (AIS), high resolution
CCTV and Infrared (IR) cameras, and a Command and Control (C2)
Center. The Command and Control Center seamlessly integrates the
data from the surveillance devices to provide a detailed and
comprehensive picture of the protected area to the operator. It
also provides automated vessel tracking and identification, alarms
and notification messages, and continuous recording for playback and
analysis. It also comes equipped with an internal traffic database
and has linkages to external databases such as the Lloyd's Registry.
Integrated Operator Display
Both the Radar and Sonar subsystems come equipped with small
target tracking systems, which means you can track small watercraft,
swimmers, divers, and even debris. This allows for complete
protection against all major harbor threats, including:
- Drug Trafficking
- Illegal Immigration
- Terrorist Attacks
- WMD Proliferation
- CBR (Chemical / Biological / Radiation)
Import
- Environmental Pollution
- Hijacking and Piracy
- Illegal Exploitation
- Swimmers / Divers
- Swimmer Delivery Vehicles (SDVs)
- Small High Speed Surface Craft
- Rigid Inflatable Boats (RIBs)
- Remote Operated Vehicles (ROVs)
- Low-flying Aircraft
Responding to these threats quickly is of the essence, which is
why the HPS 2000 has the ability to notify emergency responders
either automatically or under operator control. The built-in alarm
system immediately informs the operator of detected threats, and can
send out emails automatically containing some or all of the
following information: pictures, VHF ship communications, radar
images, sonar images, AIS images, and incident descriptions. If
desired, the CCTV and IR camera feeds can be transmitted to remote
users.
Besides protection from crucial harbor threats, the HPS 2000
offers full commercial-grade traffic management functionality. The
traffic management system, along with the Command and Control
station, gives the operator constantly updated information on every
ship's position. Further, the AIS (Automated Identification System)
identifies all crafts and maintains a database of this information.
Any vessel within range can also be tracked in real time using the
system's CCTV and IR cameras for day/night visual inspections.
This system is easy to set-up, integrates with external networks,
can be tailored to specific needs, and is user-friendly. The HPS
2000 uses COTS products for easier acquisition of spares and
expansion of the network, implements commercially proven
technologies for all of its subsystems, and utilizes NEMA Standard
Interfaces to provide an open, flexible architecture.
